I’m doing this for a friend of mine who happens to be financially-challenged. Are there some alcohol rehabs there that happen to charge lower costs?

Tell your friend that he can apply for a grant from the government. The first link I have included below will give him more information regarding that. He can also find alcohol rehabs there by using the second link below. If he isn’t able to find an alcohol rehab with low costs or one that would give him a discount, he can give AA a try. Ideally, AA should just complement a drug rehab program. But AA alone is still better than not getting treated at all. I wish your friend luck!
